I was listening to a podcast this morning about the Christian Nationalist Russell Vought. He, and the project 2025 team, believe that the President does have this power.That it’s Congress’s power to legislate and spend. As far as I know, they’ve never ruled the President can destroy that power by fiat.
I read a good suggestion yesterday.And in the end it won't be destroyed. Money will go where it is by law supposed to go. And he will use the authority he has to reduce the size of the executive branch and the spending along with it.

Could this (poor) be due to the forced increases in minimum wage? I'd venture that none in the middle class work for minimum wage while many poor do.
Minimum wage in AZ has close to doubled, but those already above aren't getting comparable increases.

I agree because you and Centerpiece apparently assumed I was anti-legislation to increase minimum wage. It’s very important for the government to send the $5k to me, but a terrible idea to send it to everyone else.Yeah I'm not surprised that Trump would try to buy votes by sending voters a check but it's pretty funny to propose cutting waste to reduce the deficit then just eat up whatever deficit savings you supposedly make by immediately sending the money out.
Biden's use of the pardon power was bad and I and others have disagreed with it but it did nothing to "enable" anything Trump is doing with the pardon power. Trump and his followers have zero concern for "norms" or logical consistency and he would have done the same thing regardless. What is "enabling" the abuse of the pardon power is way the Framers themselves set up that power, which is ripe for exactly this sort of abuse.Actually its the opposite of my argument. Biden's use was terrible and enabled trump's abuse. So far, trump's use is as bad and likely to get worse.
