Republicans could if they only got a few congressmen and 18 or so senators to agree. But they won’t.
I really don't think they can. I think any attempt to curb or remove him would result in an instant outbreak of civil disorder and a declaration of a state of emergency. Trump would simply dissolve Congress at that point.

That is why instead of waiting for a blatant abuse of power we have to wait until Trump screws the economy up. Luckily for us he will because his plans are terrible and everything he touches dies.

When that happens maybe we have a chance.
