Sounds like there are some Trump staffers who got themselves over their skis. My guess is that they were floating a trial balloon to gauge the old man's reaction.
 
Um, we already have one. The US, Eritrea and Hungary are the only countries to tax its expatriates on worldwide income regardless of where income is earned.

Is there anyone outside of MAGA world who truly believes (1) that we help other countries more than ourselves, and (2) that it's a good long-term strategy for us to piss everyone in the world off?

It's almost like it's a bad idea to try to apply hacky corporate dealmaking tropes to international diplomacy.

I think that one was a Bannon special.

Of course, what Trump doesn't know is that tariffs are trivially easy to collect. That's why it has been handled by an agency called Customs and Border Protection. Customs, of course, being the general name for criteria for import.
