Why should we provide a housing allowance and health insurance to people who just stand around and/or pickup litter ?

Just piece of evidence #10,000 of why Trump is a loathsome turd of a human being. Call these people away from their jobs to supposedly fight crime in big blue Democratic cities but instead put them to work cleaning up garbage and spreading mulch and then find ways to cheat them out of the benefits they've earned.
