No he doesn’t have to enter the portal. But if he doesn’t and then opts against the draft, he’s locked into UNC and would have 0 leverage in negotiations. We could offer the bare minimum and he’d have to accept or sit out the year.
So, it’s in his interest to go into the portal - even if he plans to return to UNC.

Unless he decides 100% he's in the draft no matter what... it would be silly of him not to enter the portal (unless of course he decides to stay at UNC and closes a deal before the portal closes). And even if he is 100% certain he's staying in the draft, it would still be silly of him not to enter the portal... things happen, always have an insurance policy... especially when it's a free one.Didn't mean as a requirement to test the draft

I mean, that's been the case a number of times in the past; players have had the option to declare and return for a decade now. It is one of the breaks of modern high-level basketball. Get the best player you can get and hope that there is enough money available for Veesaar should he decide to return. That's all we can do.Meanwhile, Carolina is left wondering do they need to go after someone to replace Veesaar or not. If they wait and he ends up going in the draft, they are screwed. If they go after someone else and he enters the portal but doesn't enter the draft, it could push him to leave and Carolina ends up with someone not as good to replace him.
