I think reductions, not eliminations, in a number of programs were probably warranted such as USAid, head start, even NIH among others.
If they are wrong, add some of them back in. But logically, the best programs, the best science, gets funded first. And then the second best program all the way down the list until the budget runs out. The hope is that by cutting the budget, the remaining money goes to the best programs, and the least effective programs die. I thought we even had a shot at making the biggest cut, defense, but looks like that isn't going to happen.
