My manager returned to work today.

He's taking the package.

Based on this I may have more leverage in regard to my next role.

I have been retired 10 years-zero permanent raises. They saying its coming

I was gonna note this. I put in 6% for the pension, employer "matches". I also get 2% deposited into a 401(a). Plus what I set aside on my own.
 
Let us know how it goes! By "it" do you mean asked for the promo? Or said "screw it, I'm taking the package!"?
I submitted the voluntary separation request.

I have 72 hours to rescind it.

My manager submitted his and he's done.

The director stopped by and talked for about an hour, but he's non committal about the promotion.

How long do they have to come back to you about the voluntary separation request?
 
July 01 , 2015 I retired because I was offered a 4 mth salary pay "bonus".
At that point working for the McCroy admin was pretty miserable and I had exceeded my 30 years towards a defined pension
 
Mid Feb.

But after taking with my wife and manger, I'm going to rescind it.

It's not a good time for me to be unemployed..
Don't take this the wrong way, but it's none of your wife's business what you choose to do with your go-forward career. It may impact her, but once she said she wants a divorce she's given up her right to have a say in your future.
