What good is FEMA doing here?

Not a rhetorical or argumentative question-- they may be doing a lot behind the scenes.

I personally haven't seen or heard of any visible FEMA presence in WNC.

It’s going to take a while, unfortunately. The critical part of a typical hurricane disaster zone is a couple hundred square miles at most, and is usually accessible by multiple routes. This disaster zone is thousands of square miles over multiple states, and large parts of it are hard to access even in the best of times. Massive resources are being deployed, but it will be a while before some people see them.

The first thing to do will be to assess the whole area and decide priorities as to which to work on first. The destruction is so massive that it will a long time to decide where to begin. Also, I would imagine a lot of the emergency equipment in the affected areas has been destroyed. Help will have to be brought in from other parts of the state. This clean up is going to take a hell of a long time.

Well yeah of course

That's not going to involve the shovels MAPP seems to expect. The logistics of this are going to be on a scale seldom seen that doesn't involve a war

FEMA generally comes in the timeframe after instant first response. That instant response is state and local resources as well as national guard. FEMA will come in with more durable efforts like campers for housing, long term logistics, etc.

You are right. The scale of this catastrophe is way beyond what these organizations were set up to deal with. From what I’ve seen they are going to need a lot of heavy equipment to even start to make a dent.

Sorry if I responded that way Incorrectly. You responded directly to the GOP voting to defund the government post and by all appearances it looked like you were basically asking 'what does FEMA do anyway'?
 
At some point I assume this will require a substantial mobilization of the National Guard to provide support.
