Purely conjecture, but this seems like a situation where the agent removes the guy's gun, somebody yells "gun" (you can see a moment where all the agents tense up and step back), and another officer interprets that as an imminent threat and unloads.

That seems like a pretty good guess.

Was he in possession of a gun when he was shot?
Was he shot in the back while on his knees?

Not only are they not qualified and not trained to do their job, they joined for the signing bonus and many if not most joined ICE for the opportunity to terrorize and beat up the protesters they despise. These goons are not intent on a reasonable enforcement of the law.

This makes it clear the dead man was simply filming while trying to get between a civilian and ice. The man had virtually no chance to pull a gun and there’s no evidence he tried. This went from “hey hey man stop pushing her” to a magazine emptying gang execution.
