In order to commit a criminal offense, you need to do something (actus reus) and you have to have a certain intent (mens rea). If you do something that's punishable but for the right reason (or less wrong reason), then there's no liability. For instance, coming out of a bathroom I open the door which hits a person in the face causing them to tumble down the stairs, I'm not liable. I did in fact cripple the say) but it was a complete accident.
So, the mens rea requirement for making a threat is intent. It isn't negligence, which is what you are describing there (an FBI director ought to know that the word might mean that). Thus, there's no possibility of criminal liability, and thus there is no basis for any investigation other than harassment.

My 86 45 tee shirt referred to impeaching Trump.The term “86” has always meant “to get rid of” or “cancel out”.
It’s mainly used in the restaurant industry to let the staff know that the kitchen is out of something or it’s gone bad.
To say “86” in reference to a person, in this case Trump, doesn’t necessarily mean to kill, or “rub out” in mob lingo. It can simply mean “take him off the menu”. Cancel him as in “cancel culture”. Ignore him, he’s no longer on the menu.
That said, everybody is going to read between the lines and assume 8645 or 8647 is code for wishing the guy in Pennsylvania hadn’t missed.
