So to be clear, if someone is taking on a second job to help pay the bills, they are just going to be... fired?

Pretty sure federal employees can have second jobs but need consent to do so (to confirm no conflict of interests or conflict of duties).
 

Under pressure, Trump exempts military spouses from federal return to office​

Military families sought consideration as the administration’s blunt exercise of power proved uniquely disruptive for federal workers married to service members.


“Federal workers married to qualifying military and Foreign Service members are exempt from the Trump administration’s mandate that government employees return to in-person work, according to new guidance from the government’s human resources agency released Wednesday.

… In interviews with The Washington Post ahead of the administration’s change in posture, more than half a dozen military spouses emphasized that federal jobs they were able to perform remotely gave them the opportunity to grow their careers while still accommodating the frequent moves their loved one’s profession demands.

… A group of lawmakers, including at least one Republican, have taken up that mantle, publicly demanding assurances that military families would be protected from Trump’s purge of the federal bureaucracy …”
