What would it cost to make the lowest taxable income $40k ?

Stop playing all the games and declare that no one pays taxes on the first $40k earned?

The problem is using the term "no taxes" when what they actually mean is "no federal income taxes" and then trying to explain it to people who think payroll deductions for 401k and health insurance and anything else that makes up the difference between gross pay and net pay on their paycheck stub are "taxes."

There's no possible way for it to be absolutely no taxes.
