Of course it would be bad for government efficiency, but they don't really want government to be efficient. They're just going to do this to get more government workers to quit. The more workers they can drive out this way the less they'll have to actually fire. It's similar to what our state legislature is doing to teachers here in NC. Just refuse to give veteran teachers pay raises and gradually make conditions worse and worse by diverting more and more of the public school budget to vouchers and charters and so on, and then settle back and watch as fewer and fewer teachers enter the profession and veteran teachers take early retirement. The more miserable you can make workers, the more of them quit and the worse government services and public ed gets. It's a win-win for them.
