My hunch is that he’s using “true miracle” as a way to differentiate between something directly ordered/ordained by “God” and the common use of the term “miracle” in many places in the US, particularly those places that have high levels of evangelicals, to describe a coincidence that one attributes to a supernatural force in a more benign way.

Somewhat disagree. By "true miracle," I think he means something that resulted from his three weapons: fear, surprise, and ruthless efficiency and an almost fanatical dedication to Vladimir Putin.
