DC is not under the jurisdiction of the federal government in the sense you are conveyjng here. Not at all.
Looking only at use of the National Guard.....

Who, in any given state, would normally be the person to call up the national guard? Governor, right? What does DC not have? A governor.

As such, that responsibility falls on POTUS, which means he did exactly what he has the authority to do.

That is true whether you agree with the move or whether you read some underlying nefarious intent in what he did.

And that is not what you said nor what I responded to. Trump has the authority to do what he did in a case of actual emergency. Like all of his emergencies, they are pure fantasy. Nearly every use of authority in his second term has been based on false declaration of emergency.

I don't think state use of NG is nearly as emergency-based as his other BS emergency claims. CA has had 300+ NG at the border for years.
