So, so true. I’ve heard that claptrap from cons for years. In a purely theoretical world it seems plausible on a superficial level.

As an aside, saying you will work with Dems only after they vote for the CR and then claiming they want to destroy the things you will work on seems like less than good faith.

Also, in anticipation of claims to the contrary, the military got paid in the Clinton and Obama shutdowns (and GOP strategists believe that undermined their leverage in the shut downs).

Check the “tariff shelf” for spare change? Seems reasonable if not clearly authorized for Treasury Dept to do (which is not usually a concern for this Administration).

Because tariff revenue is just like any other government tax revenue. It goes into the general coffers and gets appropriated by Congress.

Remember: before Trump, we had tariffs. They were just very low (except in a few cases), but they were still paid. They've been taxes paid into the general treasury since at least 1789.

Yes, except under Trump, Congress has pretty much abdicated all of those duties to him anyway, right? Trump makes all of those decisions now, not Congress.
