it could be, but given the available information, i find it significantly less likely than the other explanations put forward. For 2/3 of the season, Gio Lopez was one of the 5 worst starting quarterbacks in P4 and maybe FBS football. I find it hard to believe that on merit, we had three worse options on our bench, and that calls everything else about that pecking order into question.
"On merit" is fine for 7-7 but ignores the OL and dearth of receivers. You think Baker would bring along a different OL and Eric Ebron? BB probably didn't want his rookies decapitated.

Gio had better pff, passer rating and qbr than Max (while they ran for their lives), so I assume you'd have Gio ahead of Max on the pecking order?

ETA: our QB play and O were shockingly horrible. You'd think almost anyone would've been better than Gio aside for the game he outplayed Mensah for 77% 2 TDs and 200 yards. But I just don't believe BB would handcuff himself further given all the other rookies he let play. Eidan started and played a bunch at first despite being very raw... Ditto for a bunch of rookies.
 
And there's no reason UNC could not get the talent and staff it needs to be as successful as Indiana with the name recognition and money it has. The reason UNC hasn't been is because of bad personnel decisions.
Cig struck gold his 1st yr w a portal QB that was second team all-MAC the yr prior then a top-5 guy under Cig. Then he struck gold by happening to have Fernando Mendoza's bro already on the Indiana roster (he'd recruited him to JMU - doesn't get any luckier than that).

Call it development or luck or HGH, but Cig brought three Virginians from JMU who have ZERO stars on their 247 profiles but are now the starting MLB, DT and DE and NFL prospects.

He's a great coach, but some chips are landing just right for him talent-wise

Indiana got the lucky horseshoe so far up its ass that it can’t be seen. Just unbelievably lucky. The perfect combination of coach, personnel and time.
 
Indiana is where they are because of Mark Cuban pumping god knows how much into evaluating, getting and retaining the players needed. You dont get to where Indiana currently is by not having the players and Mr Cuban is assuring that. Again, no coach is worth a fuck without the athletes.

I don't doubt Mark Cuban pumping money in but their roster is not a lot of transfer portal big-ticket mercenaries. They shelled out for Mendoza, but their recruiting has otherwise been pretty pedestrian from a rankings standpoint since Cignetti got there. And they were great last year without Mendoza, using a roster of holdovers from their previously terrible program and fairly middling transfers, many from JMU. So the idea that they only became so good suddenly because of an infusion of Cuban cash just doesn't hold up.

First off no one really knows how much Cuban is pumping in and rankings matter very little. They became good suddenly because of talented FB players if you have even watched them play, but you can keep believing its because of Cig and you will always end up with a BB and a huge buyout. We suck not because of BB, it's because we have a roster full of slow unathletic players.

I'm not saying Indiana doesn't have a good players, but their roster is full of contributors who were little desired as recruits and/or did nothing of note at other programs (or the previous Indiana regime) before Cignetti came to Indiana. You can believe it's solely because they spent a lot of money if you want, but I really doubt their player budget for this year was anywhere close to Ohio State, UGA, etc.
