The damages for that would be monetary and the subject of litigation.I think the argument is that we had a contract saying our oil companies will pay you $X for your oil and also build infrastructure like wells and pipelines. The companies make this deal with one administration, often but not always with kickbacks and bribes. A new administration comes in and voids the deal taking the equipment that our companies paid for and tell them to pound sand.
Not sure that's what happened in Venezuela but that is the typical story. So if that is what happened, that is Trump's claim of taking "our" oil that we paid for while Venezuela will claim the oil was stolen in the first place by the oil companies and the corrupt guys in the last administration.
But the world has high demand for shingles and pavement...But in no way does that make "our oil."
And Trump is completely full of shit if he thinks US oil companies are going to rush into Venezuela to flood more high sulfur oil into a market where light sweet crude is selling for $60 per barrel.

Interestingly, a US Court just ruled in December to force the sale of citgo in the US, which is owned by Venezuela's state oil company. This was at the best of a Canadian company that sued after their mining operations were seized in 2008.
