Two reasons specific to VA:

1. Dems just won the governership and expanded their majority in the state house. Some Rs are big mad from some of the policies pushed by the new state Trifecta, which leads to:

2. VA redistricting referendum has some Rs big mad that the state legislature is trying to fight what Daddy Trump pushed TX, NC, MO, and other states to do with gerrymandering

In a state house special local/state issues can override national trends with such low participation.

Fetterman definitely needs to go - he's become the Sinema of this session of Congress. I suspect some of it at least is due to his stroke, but there's no real defense for his behavior. It wouldn't surprise me if he became a Republican before his reelection bid, but if he doesn't then Shapiro or some other prominent PA Democrat definitely needs to primary him, and I think they'd win.
