Flowing (and/or polluted) water can be below normal freezing temperatures
At the velocity of the Potomac, I don't think it can be that far below. How close to the Bay was this? Salinity might be a more likely factor -- if the water was in fact below 32.
 
If you get to the part of the video where the two planes are like 3-5 seconds away from running into each other, there is another plane on the right side of the screen that is taking off.

I’ve seen speculation on Twitter from a pilot that the situation went down something like this (combo of facts + his opinion):

Facts:
1. American Airlines flight 5432 (LANDING FLIGHT), a CRJ700 operated by PSA airlines, was inbound to runway 33 on whats called "short final", the last stage of landing, about 400 feet in altitude.
2. An Army Blackhawk training flight PAT25 (HELICOPTER) was flying perpendicular to the flight path of 5432 along the Potomac river. The Potomac is a designated helicopter flight path / flight corridor.
3. PAT25 was flying on Visual Flight Rules (VFR); flight 4532 on Instrument Flight Rules (IFR). This means that flight 5432 had priority and the helicopter should have been constantly looking out visually for other aircraft.
4. Moments before the crash, the DCA tower called to PAT25 and asked them to confirm they had the "[other] aircraft in sight".
5. PAT25 replied that they had the aircraft in sight.

Opinion:
PAT25 actually had another aircraft, the DEPARTING FLIGHT, in sight, and did not realize the LANDING FLIGHT was descending directly into its flight path.
I have seen a similar explanation on Reddit with a few more details from a pilot.
1. The helo flight ceiling should have been 400 feet but may have drifted higher.
2. The runway (33) that 5432 was landing at is not commonly used so the helo training flight would not immediately think that was the vector that atc was referring to and when they saw the other aircraft it was easy to assume that was what atc was warning about.
3. 5432's traffic avoidance system to warn of conflicting aircraft wouldn't work below 1000'.
 
My step daughter's boyfriend is a Marine at Joint Basis Anacostia-Bolling in the helicopter unit that flies POTUS and provides security for the helicopters. My wife called me frantically because she couldn't get ahold of him for some period of time after she found out about the crash. Fortunately, he was not on board. Was an Army chopper, not one in his unit.

He said those choppers do their maneuvers day and night same flight path daily. They go over their barracks all the time he said. The crash happened just out over the river by the base.

He's pulling back on aviation safety and this is at his feet

And why does our defense secretary have the helicopter flying in that area?
 
When my loved ones are flying I am always on Flightaware following the flight. Guarantee I would have been following FA if they were on this flight. Can’t imagine how I would been reacting to seeing this. RIP to all involved on the flights and prayers to their families.

My wife is a flight attendant and had a work flight a few hrs after the crash. I'd stress myself out if I used FA for all of her flights. I did have one occasion where she was texting me on a flight and she didn't think they were going to make it when an engine blew out and fragments hit the body of the plane. Have never felt that kind of hopelessness before or since. She told me she loved me and her communicating stopped for an hour or so. One of the few times I have had a panic attack.

💔 I just can’t even imagine. I am sure this will hit your wife hard….be there for her.
 
I’m also disappointed to see the board has already devolved into political spats over this. Come on guys, we’re better than that. This is first and foremost a terrible tragedy; the first serious commercial aviation accident in the US in many years. Let’s not fall into the trap of immediately trying to blame things for the crash. Let the investigation play out.

Russia’s Mash news outlet published a list of 13 skaters, many of them the children of Russian émigrés to the United States, who it said were believed to have been on the plane. Inna Volyanskaya, a former skater who competed for the Soviet Union, was also reported to have been on board, Tass said. She was a coach at the Washington figure skating club, according to its website.

That's said Democrats absolutely should be all over this, just like trump was with Afghanistan.

That's how we start to change things because being the better people gets us in this shit situation the country is in
