Bipartisan air travel safety act was essentially killed by a last second objection from the Pentagon that it is too prescriptive and too expensive.

The legislation, which the House is expected to vote on Tuesday, would require military and commercial aircraft to use certain tracking technology to avoid collisions.

There is an alternative act, the ALERT Act. TBD whether it can pass.
Of course he won't resign. This precedent has been set by the radical right. Commit an atrocious act, deny/ignore it, give it a news cycle or two, and then *POOF* it magically all goes away.
