This is such a tough diplomatic incident. Nordstream 1 was an underwater pipeline that carried natural gas from Russia to Western europe. It was 51% owned by a Russian company and 49% owned by Western European companies.

It was blown up. Initially the Russians were blamed but that didn't make a whole lot of sense. Later it comes out that it was almost certainly a pro Ukrainian group. Reports are that Zielinski initially approved of the operation but after the CIA found out about it and asked him to pull back, he canceled it. But one of his generals, currently the ambassador to the UK, went ahead with the operation.

How do you address something like that? It was a somewhat rogue Ukrainian group that destroyed vital infrastructure of a pipeline 49% owned by companies' of your nominal allies and severely hurt their economies. Ukraine has continuously denied it and the mastermind of the group is still part of Zielinski's government.
