I have no idea how old you are, but I'm trying to figure out how you got through life without understanding that the best manager isn't necessarily the most knowledgeable or smartest person.Again, per Pete's former employer, he wan't even the most transportation knowledgeable blogger on the staff.
Put me in any group of lawyers and there's a > 95% chance I'm the smartest and most knowledgeable. There's also a 99% chance that I would not be the most effective manager. I was a really good law professor. I would never, ever select me to be the dean and if anyone had for whatever reason offered me the job (e.g. an interim position), I would have declined it in the public interest.
Pete is perfect to be the head of the department. He's incredibly smart, a fast learner, polished, organized, excellent communicator, and effective. He's the guy you want leading an organization.
What does Eric Schmidt know about rockets? Probably almost nothing. So why did a rocket company just hire him to be its CEO? Because he's an effective CEO. This happens all the time in the corporate world.
