Yeah, the Republican legislature passed that restriction to make early voting more onerous for populous blue counties. Rural counties near the West Virginia and Indiana lines with 20,000 people total have the same number of early voting locations as counties with over a million people. They also only permit one drop box per county for absentee ballots.I honestly don't know but our state is so effed I wouldn't be shocked
