"All" of the medical facilities have not been destroyed. The most recent one, that I'm aware of, was in April and part of the hospital was damaged. Of course, nobody cares that Hamas is using hospitals to hide in. Nor does anyone care much that IDF called ahead and told everyone to evacuate before the bombing, so that nobody was killed, besides Hamas, as a result of the bombing.

Any outside observer, whether press or investigators, is better than nothing. Israel wants to hide their war crimes. They want to control the narrative and play the victim. Or just the Hamas defense where anything they bomb is justified because, you know , Hamas.

That's possible. It is also possible that they don't want a bunch of foreigners running around a warzone where they are liable to get killed which would be a) bad for the foreigners and b) horrible PR for Israel.
